Apologies

The Chairman welcomed Cllr Wood and one member of the public.
Minutes
The minutes of the meeting held on 21st September 2015 were agreed and signed – proposed by Cllr Lewis and seconded by Cllr Blunt – all in favour.
The Chairman welcomed Cllr Clare Wood who gave us information re Adult Social Care and news re Bootham Hospital. She said that North Yorkshire were prepared for winter with no gritting cuts.
Matters Arising
Parish Plan
It was noted that this is still on-going
Pot Holes at entrance to North Carr
Following consultation with the Highways department it was agreed that the entrance road outside the North Carr complex is the responsibility of the Highways.
Cemetery
The Community Pay Back Scheme members are to do the pruning in the cemetery on 29th November – Cllr Gibson would be present.
Grit Bins
The grit bin at the junction of East and West South Back Lane is the responsibility of the Parish Council
Pot holes
The pot hole at the bottom of Church Lane had been repaired but not the ones near the Village Hall.
Grass Cutting
Cllr Taylor would monitor the grass cutting in North Back Lane.
Accounts
Accounts to be paid
R Goodwill – grass cutting for the 2015 Season £1800.00
Terrington Village Hall – meeting £18.00
Chris Potter – Internal Auditor £10.00
It was proposed by Cllr Lewis and seconded by Cllr Taylor to pay these accounts – all in favour.
Retrospective agreement was given to pay Mr David Bayes £975.0 for tree trimming – this was agreed by e-mail and telephone.
Balance in the Council bank accounts £7779.57
Defibrillator
Jan Pilgrim attended the meeting and further discussion took place re the acquisition of a defibrillator for the village, Cllr Wood indicated that she may be able to assist with funding and it was agreed to contact the AONB who also may be able to help. It was proposed by Cllr Winning and seconded by Cllr Taylor that subject to costs the Parish Council should go ahead and purchase the equipment – all in favour.
Council Website
This was on-going and it was hoped that it would soon be completed. It was noted that if there is any difficulty with this in the future there is an alternative course of action which is to use North Yorkshire Website.
Public footpaths
Two of the footpaths to the north of the village were in need of maintenance – the Clerk would contacts the Public Rights of Way office.
Trees Mowthorpe Lane and Cemetery
It was agreed that some trees on Mowthorpe Lane needed trimming and trees in the Cemetery needed thinning out – Cllr Winning will contact Mr David Bayes re this work.
Correspondence
Ryedale District Council – Poster for the Sites Consultation 2015.
North Yorkshire County Council – urban grass cutting – the parish council will once again carry out the visibility grass cutting in the area at a reduced funding of £286.26.
AONB – specific sums of money have been allocated by the Electricity Regulator to electricity supply companies to underground cables in National Parks and AONBs. Ganthorpe village has been included in this scheme and all relevant landowners in Ganthorpe will be contacted to ask for the necessary wayleaves.
Exchange of Information
Cllr Taylor brought to the attention of the parish council that several of the drains were blocked with fallen leaves which could cause water overflow – this would be monitored.
The entrance to the grips on Mowthorpe Lane needed cleaning out and Cllr Winning would contact Mark Wigham.
It was agreed that in the next grass cutting season all the areas in the village would be monitored.
